Abstract
Pre-disaster Recovery Planning (PDRP) has been a key agenda to cope with the incremental trends of damage and loss from natural disasters. Although PDRP has been discussed for several decades, the implementation has limited in the world. This paper intends to provide a comparative analysis on legislative evolution of disaster risk reduction (DRR) in Japan and U.S., and to identify common issues of PDRP. The study found that DRR legislation in U.S. has been transformed at least four times in 25 years to cope with natural and human-made disasters. As common issues, a research on the efficiency of PDRP has not yet revealed. In addition, PDRP for hydrological natural disasters need to be paid attention in Japan.
