Abstract
This study clarifies locational characteristic of welfare facilities on care insurance and considers the effect of development permission in urbanization control area (UCA) of local cities, focusing on the case in Toyohashi City. The initial cost of them is cheaper in UCA than urbanization promotion area because of cheaper land price and there is enough demand by lots of elder population also in UCA. Therefore these conditions cause welfare facilities to stand and to be permitted by development permission in UCA. But some of day care facilities and most of nursing homes cause sprawl in UCA. Operation of development permission needs to include locational control for them, not only judging 'yes or no' on developer application.
