Abstract
The objective of this research is to investigate the system structure and implementation status of the “Urban Redevelopment Contract (Stadtumbauvertrag)” in §171c of the Building Act in Germany. Reviews of the literature and statistical materials and interviews in the city of Magdeburg found the following: 1) Urban Redevelopment Contract is to strengthen performances of “Urban Restricting (Stadtumbau)” and is often used when performing large-scale redevelopment of quartier structures. 2) The case of Neu Olvenstedt in Magdeburg, contents of contract are only basically regulations after negotiation between actors. 3) This Contract is not a “panacea” as a management tool for the redevelopment, because it's not possible to force all parties to fulfil contractual obligations etc.
