Abstract
This study identifies the developed system of comprehensive plans with other related plans such as community plans, the role of stakeholders and allocating budget for plan implementation. Initiatives to implement community plans for developing sustainable communities and achieving smart growth have been observed in Seattle and Portland. The city of San Diego is chosen as a case for this study. San Diego is updating its community plans and public facilities financing plans just after updating its comprehensive plan in 2008. First, the structure and contents of plans are organized. Then, amended and updated process/programs to allocate budget for plan implementation are examined. The relationship between updated plans and CIP financing program is identified at last.
