Abstract
The purpose of the paper is to clarify the discussion's actual content of reconstruction planning council and procedures in advance by analyzing 39 municipalities which are introduced the collective adjustment concerning various laws. The author conclued following three points. 1)Introduction of collective adjustment can shorten time. However, the procedures performed by municipalities in preliminary consultations are not much different so there is room for improvement. 2)There are laws which aren't included in the councils so it thought that wide-ranging operations should be examined. 3)As a role of the prefectural council management in collective adjustment, the frequency of the councils should be done cautiously.
