Abstract
The purpose of this study is to clarify how some local governments help Ofunato City for recovery from big damage of the Earthquake and the Tsunami. This study deals with typical two local governments which have continued personnel support for disaster recovery project in Ofunato. As the result of this study, the authors reveal as follows; 1) It led to good personnel support between supporting and receiving local governments that there is the mutual aid agreement based on active interaction before the disaster, and that they can discuss about dispatch after the disaster quickly. 2) We have gotten two patterns of personnel support by the character support method.
