Abstract
In Ponto-cho where is one of five KAGAI in Kyoto, residents are implementing historic conservation by multi-actor partnership through a utilizing of the network of individuals who are outsiders and insiders of this district. This study is aim to clarify the process and the system of historic conservation in Ponto-cho. The results are as follows: (1) Initiative of historic conservation was transferred from outside organizations to inside individuals. (2)Inside individuals took on a role supporting to cooperate with inside organizations and residents. (3) Inside individuals encouraged outside individuals, who were moved other organizations, to participate historic conservation continuously. (4) Factors of continuous partnership are building win-win relationship between outside individuals and inside individuals.
