Abstract
In recent years, the number of municipality who enact the ordinance to control the location and design of solar panels on the ground is increasing. In this research, with the purpose of estimating the effects of the ordinance, we conducted a questionnaire survey to 115 municipalities. The result showed that, lots of municipalities agreed that the location and influences on perspective landscape are important issues of installing solar panels on the ground regardless of land use and classification according to City Planning Act. Regarding the operational effect of the ordinance, 60.7% of the municipalities were able to grasp the location of facilities, but percentage of municipalities who responded to location control was relatively low at 24.6%. Moreover, the effect on landscape conservation tends to be diminished as the scale of equipment is larger.
