Abstract
This study aims to clarify mutual process of land use planning and port development from 1945 to 1980 in local cities opened in the early Meiji era and the late Edo era. Especially, we analyzed Hakodate city and Niigata city. The results are as follows: (1) Expansion of port area and urbanization in littoral area and hinterland were confirmed. (2) Development of the ports progressed in the order of improvement port, adding new functions of port and development of transportation facilities, expansion of industrial and circulation functions. (3) The cities planned concentration and expansion of urban functions in association with port planning of before WW2. In addition, the cities tried to control and improve of urban area because they comprehended that concentration and expansion were the factor of expansion of urban area.
