Status of municipalities' planning of "green master plan" and issues in Hokkaido

Abstract
Green master plan has been established as basic policy for green open space planning, management and greening by municipalities. The plan is expected to deal with various issues such as global environmental and social problems as well as green open spaces. However, the number of established municipalities remains half of them. The purpose of this study is to examine the status of establishment of the plan and concerned issues in Hokkaido. We asked municipalities about the establishment and revision of the plan. Municipalities which have not established yet were asked the reason for unestablished. As a result, less populated municipalities have not been established it, fewer issues and lack of personnel and budget are the reasons for not yet established. Both established and unestablished municipalities also have similar issued for urban green open space. Various support of national and prefectural governments was considered to be indispensable.
