Abstract
This study considers the relationship between the regional planning theory and the zoning system of City Planning Act. The regional planning theory, introduced around the early 1920s, made it possible to develop a comprehensive plan of an area comprising both urban districts and rural districts. This theory contributed to the advancement of the zoning system and the conservation of green areas surrounding urban districts for occupied territories of prewar Japan. Meanwhile in postwar Japan, the regional planning theory was transformed into an idea in which planning an urban area is one thing and planning a rural area is another. The draft of revised City Planning Act (1952) failed to incorporate the advanced zoning system into the current City Planning Act.
