Abstract
This study analyzed the legal system of the Capital Construction Plan of Manchukuo and the features of the Land Management Program. The Land Management Program derived from Excess Condemnation was the method to construct a city with the gain from the sale of the constructed residential lands. However, Hsinking's construction project required subsidies for public expenses as well as gains on the sale of lands. The Land Management Program required not only strong administrative power but also the elimination of land speculation. The program needed cleaning up of existing residents as a premise. The Capital Construction Plan of Manchukuo was the city plan of the colony, by the colonial government, for the colonists.
