Abstract
This study aims to clarify the condition of the conversion from existing outdoor parking site to other uses at the central area of Nagaoka City in Niigata Prefecture. As a result of study, there are various conversion types such as the dwelling, stores and warehouses. A lot of sites of especially 300m2 or less has been converted. Next, we classify conversion sites into 11 patterns according to the reason and time of land ownership transfer. We find that "buying and selling simultaneous type" and "continued land ownership type" are the main patterns. Moreover, we clarify the mechanism of conversion from parking to other use by the investigation to the land owners. Giving broadly site information and the advice of the land use policy by specialized agencies is important to promote conversion from parking to other use.
