Abstract
In this paper, we analyzed the volunteer demand by disaster-affected people in case of 2016 Central Tottori Earthquake to show who required what kind of help and when it happened. Their volunteer requests were grouped by which needed expert help or not, and they were counted for each district. Poisson Hurdle Model was applied to the counted data based on hypothesis that volume and timing of volunteer requests were affected by damage from a disaster, distance to volunteer center, aging rate, and activity of voluntary disaster prevention organization. Additionally, the effects on their timing of volunteer requests by age and weather were analyzed. The result showed that the elderly needed the help which does not require experts after some delay.
