Abstract
In The Great East Japan Earthquake, many damaged local governments held residents' participation for formulating reconstruction plan. However, regarding a reconstruction project, the situation of the local government has changed while reconstruction project had been carrying out. Therefore it is difficult to realize the connection of each project phases and a coherent reconstruction town planning. This study's goal is to analyze two residents' participations held in the Machikata District of Otsuchi Town, focusing on the decision of the local governments and the relation between each phases of reconstruction projects. As the result of the research, it is revealed that a part of resident' participation achievement was succeeded to the next phase of the project.
