Abstract
Commercial recovery and reconstruction assistance are the policy challenges that a country face after a wide-scale disaster. This study clarifies the difference between the Great East Japan Earthquake and Great Hanshin-Awaji Earthquake by comparing the recovery of commercial accumulation and assistance of reconstruction. As a consequence, this comparison proves that the system was greatly changed in order to alleviate the economic burden of affected business operators. In conclusion, the Great Hanshin-Awaji Earthquake's experience and the situation of the affected area made this change to happen.
