Abstract

This paper clarified the actual situation of railroad station management and outsourcing contracts by external organizations, using a total of 28 locally managed railroad stations in western Japan as a case study. Among the locally managed railroad stations surveyed, the organizations that outsourced ticket sales operations were classified by business type into six types: "direct employment by municipality," "tourist association," "private store," "civic organization," "third sector," and "transportation operator. Based on the above results, while clarifying the details and characteristics of management and outsourcing of railroad stations by classification, the factors that lead to classification into each group and the expected effectiveness for outsourcing to external organizations and the role of municipality in outsourcing the management of railroad stations to external organizations were discussed.
