Abstract

The objective of this study is to clarify the reasons that the Business Improvement Districts (BIDs) in Japan has not been utilized from the perspective of promoting area based-management, and to explore directions for its utilization, mainly from a national perspective. In this study the researchers analyzed the results of a questionnaire survey of 111 local governments. As a result, this study revealed the following six reasons for the lack of utilization of this system. 1) organizational problem and burden of the local governments, 2) circumstances of based-management organizations, 3) inadequate practical information to introduce beneficiary assessment, 4) coordination with stakeholders in the area, 5) low awareness, 6) inadequate government subsidies.
