The purpose of this study is to clarify the extent to which the ideal small parks aimed for in the Tokyo Reconstruction Project were realized in the process of incorporating local conditions into detailed plans for individual parks, and how the plan had changed from the public notice. The ideal parks condition can be organized into three requirements: area, orientation, and adjacency. We used the "Dai-Tokyo Sanzenbunnichi Map; Readjustment Details Map" to reconstruct the parks location of the public notice and compared between the time of the public notice and of completion for the three requirements for each small park. As a result, we revealed a trend of the changes in the plan after the public notice that the change of the area had been the move to further from the ideal and the change of the orientation and the adjacency had been the move to closer to the ideal.
