Abstract

The urban planning master plan has become one of individual plans, and integrated spatial planning no longer exists in Japan.

However, there is a need for the reintroduction of integrated spatial planning, which allows for a comprehensive approach to urban planning by encompassing land use, housing, welfare, and medical care. This necessitates the development of a method that enables the formulation of an integrated spatial plan.

Therefore, several municipalities have launched novel initiatives in recent years toward the formulation of spatial plans that integrate the city's sectoral master plans.

Through a case study of the Soka City Urban Planning Master Plan, we identified techniques for formulating an integrated spatial plan that can be applied in other municipalities. Our case study involved the analysis of the planning methods employed for the following: (1) Planning methods used in the prediction of welfare functions, which are soft policies; (2) Planning methods used in the integration of urban planning, related fields, and the orientation of various entities; and (3) Planning methods used in the integration of spatial planning.
