Abstract
Based on an critical review of the regional industrial promotion policies in Japan after the 1950's, regional policy makers in peripheral regions, instead of frequent focus on inducement of rapid-growing high-tech industries, may begin to think of vitalization of existing industries and building of regional technological complex. This paper discusses how to select target industries by considering feasibility of growth and horizontal linkages between existing industries and them. The paper defines the Processed Level Index and the correlation analysis shows that consumption goods industries are promising in peripheral regions. The proposed Industrial Chart helps to select target industries for policy makers.
