Urban redevelopment projects are commonly implemented to vitalize declined urban areas. Landwners intend to construct buildings of their own, and the public sector provides infrastructure in the area. They should form a close partnership to provide a high quality of urban environment through the process of land arrangement. In this paper we show that the dynamic process of land arrangement may appropriately be formulated and analyzed by Petri net. Specifically, the model is proved to serve as an effective analytical tool to design a well-coordinated planning process that resolves potential spatial conflicts.
