Abstract
In planning or designing in the waterfront area, it is very important to evaluate the influence of heavy vehicle traffic on the capacity of road properly. From this point of view, the field observation on traffic flow was carried out at the intersections in the waterfront areas. The PCE (passenger car equivalent), the saturation flow rate and so on are analysed. Major findings are summarized as follows:
1) The estimated values of PCE in waterfront intersections are considerably larger than these of urban areas.
2) The saturation flow rate shows almost the same as is used in urban road planning.
