Abstract
We introduce in this paper the public berth system for container ports to reduce the cargo handling cost Ship-to-berth assignment is essential to achieve high performance of that system since handling time ofa particular ship depends on the berth where she is moored. Then we develop an efficient ship-to-berth assignment algorithm by using Genetic Algorithm. Decomposing the original problem into several sub-problems in terms of planning horizon, a sub-problem is solved based on the solutions of the preceding sub-problems. We developed two algorithms, one using the best solution of the preceding sub-problem, the other using the multiple solutions of that.
