In this study, possible measures against the problem of on-the-street parking in inner city districts were examined in terms of both 1) utilizing measures provided for under several relevant laws and 2) citizens' awareness of the retention function of streets, which creates extra space for vehicles to park and pedestrians to walk at a slower pace. It was found that 1) relevant laws, even those that currently exist, could be used for active measures to be taken concerning the retention function of streets. And 2), it was possible to attest to citizens' awareness of the five-minute vehicle standing time provided by the Road Traffic Law from several viewpoints.
Even when it is limited to inner city districts, the problem of on-the-street parking has different characteristics depending on the scale, geographic conditions and economic activities of each city. This study focuses on local cities instead of the three major metropolitan areas.
