On the question of understanding the convenience of access to major intra-urban facilities, this paper suggests a framework for evaluating the passenger car and the public transport accessibility separately, based on four different indicators:“Spatial Distribution of Accessibility”, “Average Accessibility”, “Weighted Average Accessibility”, and “Gini Coefficient for Accessibility”. The framework is applied and each of the indicators is calculated for the study area, Iida city (Nagano Prefecture). The results demonstrate that the four-indicator framework is a useful tool for evaluating accessibility change by public transport improvements, and a “compact city policy”.
