Actual State, Problems and Modifications of Funding Allocation System Based on Local Transport Plans in England

Abstract

In England, a capital funding allocation system has been introduced since 1999, which is basedon local transport plans and aims to reflect quality of transport strategies and programmes developed by local authorities, delivery of schemes, progress toward outcome targets, etc. in the allocation. This study reveals actual state and problems of the system through literature survey and interview with LTP practitioners at Department for Transport, showing that assessment and funding allocation have been unsystematic so far. In addition, it shows recent modifications to the system to deal with the problems identified above.
