Abstract
In policy conflict, a mediator can support communication between stakeholders. In this paper, experimental game was used for examining effects of such communication. The results of experiments show that communication promotes stakeholders' concession, and that more stakeholders can achieve cooperative outcome after communication. These results imply that mediator's roles in policy conflict are to arrange information on conflict and to show the structure of the conflict.
