Abstract
In this paper, the independent disaster preparedness behavior model which describes a residents' preparednes against the flood disaster, was built based on the questionnaire survey in our precedence research. The ind ependent disaster preparedness behavior model predicts the level of 15 kinds of preparedness against the flood disaster from residents' attribute by using a fuzzy reasoning that can take fuzziness and logicalness. As are sult of analyzing seven kinds of promotion measures for independent preparedness by using the independent disaster preparedness behavior model, it was shown that the measure of “Participation in the disaster prevention drill at a school” is the most effective. Moreover, it was clarified that a more effective effect is expected by extracting the participating household through the analysis in assumption which changed the rate of participation in a measure.
