In response to the Central Education Council’s recommendation on the ‘Grand Design for Higher Education Toward 2040’ (Central Education Council, 2018), the current state and the direction in which university physical education should evolve were thoroughly analyzed, encompassing ‘physical education’ and ‘sports,’ focusing on ‘human development,’ ‘health education,’ and the ‘understanding and practice of sports culture.’ Human development strongly influences personality and fosters individuals as demanded by society. The necessity to advance the active learning practice was acknowledged. Therefore, developing educational programs to cultivate general skills such as social competence and life skills is crucial. These programs need to be linked to the university’s overall policies. Health education needs a scientific approach for lifelong well-being. It is imperative to clarify conceptual distinctions between physical education and sports and their different roles in promoting the understanding and practice of sports culture. Building a university physical education that aligns with true lifelong sports in a symbiotic society is necessary. Additionally, promoting ‘management of teaching and learning,’ establishing comprehensive education and integrating physical and sports education into STEM education (STEAM), are vital challenges. Therefore, university sports must contribute to educational reforms from the ‘teaching methods in primary and secondary education’ experience. The diversification and transformation of ‘physical education and sports’ due to advances in science and technology, digitization, and the SDGs, flexibly addressing the ‘integration of cyber and physical space and human-centered society,’ present new challenges. Addressing these challenges requires ‘diversification and transformation of physical education and sports’ due to advances in science and technology, digitization, and SDGs. Flexibly responding to the ‘integration of cyber and physical space’ and establishing a ‘human-centered society’ are novel challenges. Therefore, researching and implementing solutions and building a system to nurture experts in university physical education who can contribute effectively to education is crucial.
