This paper investigates the process through which “recycling policy” has been implemented by local government. In Japan, the major recycling policy of local governments is the collection of classified refuse. By 1995, approximately 65% of local governments conducted this recycling policy. In order to make recycling functional, the local government has to get people to participate and do “recycling behavior.” If people do not participate, the local government has to take new measures to make people participate and make recycling functional. These new policies are formulated in the process of the policy implementation. This paper investigates how local government in Omiya City, Saitama Prefecture, formulated new policy measures to orient people toward recycling behavior.
