Flushable sanitary products such as wipes and flushable toilet-cleaning products are manufactured and sold in Japan, Europe, and the United States. Although manufacturers and sewage authorities have different views about flushability standards, two international standards for flushable consumer products nevertheless exist, one established by European manufacturers and the other established by international sewage authorities. Also, Japan established its own standard, JISP4501, in1993 for toilet paper water solubility and dissolvability. This paper compares the two international standards, identifies the differences, and studies the application of these international standards to Japan.
