In order to evaluate the transport policies and the effect of improvement of infrastructure, an intercity modal split model has been developed that takes into account the commodity price and distribution lot size explicitly. In estimating this model, we use the Japan freight net flow data conducted by the Ministry of Transport in 1985. Through the modeling process, we have been able to establish the conception of the model and realize the basic characteristics.
