Abstract
The introduction of container transportation systems at major ports of the world has enhanced the efficiency of physical distribution and improved the labor environment. On the other hand, ports in Japan are unable to accommodate changes in international physical distribution systems due to restrictions on the modernization of port transportation business as imposed by relevant laws.
This paper sorts out and discusses the background of the introduction of container transportation systems in Japan and administrative responses. It also sheds light on the roles played by the Port Transportation Business Law, and various associated challenges, before and after the introduction of container transportation systems, and makes a proposal for countermeasures to be taken by employers in the future.
