    This paper deals with modeling decision analysis for ethical consensus formation between two conflicting decision makers. For this purpose we try to construct a group disutility function for two conflicting decision makers taking into account the property of utility independence and convex dependence between them. By using such a group disutility function we could model the mutual concessions of two conflicting decision makers taking into account ethical preference with each other, and hence we can expect fairer group decision making for realizing better social welfare.

    Until now, many studies for consensus building have been made. Recently, the study using AHP (Analytic Hierarchy Process) also mainly observed. In addition, this study proposes consensus building support system from the new viewpoint of “Alternative Adjustment” which was not considered ever since. This consensus building support system is a method for utilizing AHP, and it has possibility to clarify opposing structure of each member in group consensus building and directivity of alternative adjustment and the settlement solution is presented. And the alternative adjustment vector method is newly proposed as a method for formulating the directivity of the alternative adjustment.

    The introduction of container transportation systems at major ports of the world has enhanced the efficiency of physical distribution and improved the labor environment. On the other hand, ports in Japan are unable to accommodate changes in international physical distribution systems due to restrictions on the modernization of port transportation business as imposed by relevant laws.
    This paper sorts out and discusses the background of the introduction of container transportation systems in Japan and administrative responses. It also sheds light on the roles played by the Port Transportation Business Law, and various associated challenges, before and after the introduction of container transportation systems, and makes a proposal for countermeasures to be taken by employers in the future.

    Traffic safety measures are important subjects and it is widely sought for more effective safety measures toward the reduction of traffic accident losses.
    The conventional method is to deal with accident after they took place at accident-prone intersections.
    In this study, a new approach was pursued to deal with potential accident before it occurs by observing the traffic characteristics of vehicles at intersections.
    It became clear through the examination of traffic at intersections that it is possible to extract intersections where frequent accidents are likely to take place by measuring the speed and spacing of vehicles.

    In this paper, a methodolny to valuate the productivity of infrastructure incorporating two different types of regional spill-over effects: (1) the direct spill over, stemming from the joint contribution of infrastructure to production in multiple regions; (2) the indirect spill over, appearing in the form of regional knowledge diffusion. The production function model hybridizing both of symmetric and asymmetric regional spill over effects is presented to measure the productivity of infrastructure based upon Japanese data. The paper shows that infrastructure arrangement in Japan has improved regional knowledge spill over, and increased the productivity of regional production.

    In many cases, destination choice on interregional migration can be thought as decision making under uncertainty. Hence, regional information can be important for risk aversion behavior. Therefore, this study tries to explain destination choice on migration giving weight to importance of the information. The effect of information was analyzed by three approaches, that is, an interview survey, an aggregate logit modeling and a psychological experiment. The results supported Place Utility Theory and revealed importance of expected lifestyle image in destinations. Accordingly, since information makes the image, it is concluded that information, particularly, positive information about destinations are important.

    This paper will focus on Conservation Planning dedicated by Benton MacKaye as an important role during the transitional development from Conservation (early 1900s) to Environmentalism (1960s). Advocating the Progressive Conservation, he established the ecological oriented-Conservation Planning on a national base, integrated with Regional Planning. Apparently, he devoted himself to Environmentalism, significantly influenced to the federal government and Environmental NPO. Indeed, throughout this paper, the most observing values will be made to analyze his conservation system dealing with the reorganization of the federal administration as well as the local-regional government, based on a social and regional angle.
