Abstract
The object of this research is to clarify the consensus building process of designating the height, place, landscape and design seawall plan in the inner port area in Kesennuma, Miyagi Prefecture. Along with other coastal areas in Kesennuma, Miyagi Prefecture decided to build a seawall that would withstand a so-called Level 1 tsunami - a tsunami that is likely to occur in intervals of decade to 100 years. Since there was no seawall before the tsunami disaster, most people in the Naiwan area objected to these plans. As a coordinator of Community Council, the author composed the alternative seawall plan and design by the consensus building method based on a workshop using models.
