The Kamo River Improvement Plan commenced in 1987. It remains highly regarded because of its landscape design that harmonizes the river area with the riverside urban area while conserving the river area’s indigenous landscaping in the overall design. This study clarifies the transition of that landscape design. The major results are as follows: 1) The Kamo River Improvement Council discussed four different proposals for the landscape design. Basic design changes in the second proposal provided clear improvements and served as the pivotal turning point of the eventually selected design. 2) The second proposal incorporated typical Kamo River landscape and harmonized the visual and spatial qualities of the river area with the riverside urban area. 3) Discussions among members of the Kamo River Improvement Council, together with the creative ideas of landscape designers, contributed to the improvement of the basic design.
