Abstract
 The quality- and cost-based selection (QCBS) method has been used in bidding of its public works contracted out by contracting institutions including the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) since its introduction in 1998, owing to the establishment of the Act on Promoting Quality Assurance in Public Works. However, there has been demand toward revising the Act owing the severe business environment surrounding the construction industry. We have proposed improvements to the current technical evaluation method by analyzing the evaluation criteria and additional points used for the quality- and cost-based selection (QCBS) method applied by the buyer. However, these improvement proposals need consideration not only from the buyer's view but from the competition applicant's view.
 This paper has analyzed the technical evaluation results among public works contracted out by the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), such as the scores concerning the technical proposal and past work records, and extracted issues such as; the difference of scores remained marginal compared to the point allocation for technical proposal, and increasing the weigh on criteria other than the technical proposal do not effectively reflect the score difference. Based on these analysis results, we have proposed improvements such as setting the technical proposal themes which creates score differences between most superior bidder and others, revising the score allocation which emphasizes evaluation criteria other than the technical proposal, enacting and implementing the "Public Works Long-term Quality Evaluation System (tentative name)", and using quality- and cost-based selection (QCBS) method which do not demand application of technical creativity.
