COMPARATIVE ANALISIS OF BIDDING BEHAVIORS CAUSED BY THE DIFFERENCE IN PRICE EVALUATION METHODS ON COMPREHENSIVE BIDDING EVALUATION METHOD WITH TECHNICAL PROPOSAL

Abstract

 The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has extensively adopted Comprehensive Bidding Evaluation Method with Technical Proposal (CBEMTP). Recently, CBEMTP has been adopted by local governments and the expressway companies. Some of local governments and the expressway companies have adopted so-called “summation method”. And there are several methods of evaluation of the price and technical proposal. In this paper, the bidding behaviors are analyzed from the viewpoints of evaluation methods in order to propose improvements of CBEMTP. By comparing the bidding results, the effects on the bidding behaviors are clarified.
