Abstract

 Since the Act on Promotion of Private Finance Initiatve enacted, PFI projects which utilize private finance and skills in infrastructure procurements have been increasing in Japan. To aim higher VFM(Value for Money) by the PFI project, more proposal by private componies should be required. However, because almost municipalities have few data about the facilities and infrastructures, private sectors can not make a valuable proposal. The purpose of this research is to make clear merits of collecting data which are attributes of users, needs of facilities, their WTP of them and so on and to find measures which encourage proposal by private companies in PFI. This research conducted interviews and questionnaire surveys in a PFI project in Kashiba city, one of Nara prefecture, and analyzed data to make clear the issues about data collecting and analysis.
