Abstract
Usually we use the “The Manual of Economical Investigation of River Improvement” which was developed by the Ministry of Land, Infrastructure and Transport to calculate the amount of damage caused by flood disaster in an area.
The manual uses numerical values such as the nationwide Average Fundamental Quantity (AFQ) to ascertain the value of the damage incurred in the impacted area of the flood disaster. On the other hand, the manual does not take into account the impact of the flood disaster on related businesses in the surrounding areas. Therefore, if the manual is used alone, it will not provide an accurate calculation of the total ‘flood disaster-loss’ for the affected area.
In that regard, the questionnaire survey was conducted in the Tokai region in the stricken business district as a result of damage from heavy rain flood which occurred in September 2000. In addition, the structural features of places of business were studied and suggestions on how the manual can be improved to accurately calculate the amount of damage the city received due to flood disasters were suggested.
