Abstract
This study analyzes the process that attitude of land owners changed from negative to positive during Isawa dam construction project. In the analysis, the flow of negotiation was confirmed by articles of news paper. After that, interview with administrative authorities and land owners were conducted respectively. Additionally, questionnaire survey to the land owners was conducted, too. As the result, the following findings were obtained. 1) Land owners had formed negative attitude to the project, based on negative emotion and distrust that they had had before negotiation. 2) Plenty release of information and sincere manner of the authority changed the owner from being negative to being positive. 3) Perception of fair process encourages people to have concern with regional planning more. 4) It is suggested that fair process can be a critical key in a real conflict.
