Abstract
In order to obtain an understanding of stakeholders in transportation planning, developing professional communicators such as facilitator and mediator is required. However, it is also important and urgent to build the capacity of public administrators in charge of the project. An academic education program for the development of discussion and presentation capability of civil engineering students is currently being studied due to the lack of learning opportunities on communication skills for public administrators. This article shows uses and characteristics of proposed syllabus planning for improvement of communication skills. This proposed syllabus has feedback process for communication skills assessment. The selected discussion theme is intelligible explanation requirement for local residents on travel demand forecasting method and cost benefit analysis as major components of transportation planning method. The communication performance indices are measured in practical classes with civil engineering students.
