Abstract

 It is believed that the competence, or technical capabilities, of civil engineers who supports the development and maintenance of social infrastructure can be improved not only through school education and training, but also through various experiences. However, so far, the relationship between the technical capabilities of civil engineers and “experience” has not been sufficiently examined. In order to realize the strategic human resource development of civil engineers, it is necessary to clarify the effect of various experiences on the improvement of technical capabilities and to establish a method to incorporate experiences into the human resource development system. As a first step, this study focuses on the work experience of officials of the Ministry of Land, Infrastructure, Transport and Tourism’s regional development bureaus at a research institute for the purpose of improving their technical capabilities for road structure maintenance, and organize the contents of learning through the experience and the effect of improving technical capabilities based on the analysis of the interview results. Based on these results, a methodology to incorporate the experience into the human resource development system is proposed.
