Many local governments are forced to review their financial expenditures according to the Act on Assurance of Sound Financial Status of Local Governments under pressing financial situations. For local governments facing a rapid population decline, the review of waste collection and transport systems influenced by population dynamics is an urgent issue. This study developed a model for planning the layout of waste collection points to improve waste collection and transportation systems’ efficiency. This model is designed to derive the optimal layout of waste collection points using a collective cover model, taking into account the residents’ awareness of the distance to waste collection points. The empirical analysis carried out for Nanto City, Toyama Prefecture, indicated the possibility of reducing the number of combustible waste collection points by about 40%, from 883 in the present to 531, and recyclable and noncombustible waste collection points by about 25% from 426 at present to 319.
