Abstract

 "Access Road Construction Projects" are implemented in 35 districts in Kitakyushu-City. In this project, the representatives of residents and the construction bureau of the city cooperatively consult on the routes and structures of access roads and advance the project. Consensus was built in most districts where the conference concerning this project was established. From this fact, it is thought that the key point of consensus building depends on whether the conference is established or not, and that the physical conditions and social conditions such as community of the districts affect the establishment of conferences. In this study, after the characteristics of 35 districts are analyzed, it is considered how the internal characteristics of district and the external support system influent the establishment of conference of the districts, and the weight of conditions for forming the base of consensus building are analyzed.
