Abstract
As the intercity traffic flow is decreasing, some local governments should try to keep or improve their accessibility to other cities using public subsidy to intercity transport service. In order to efficiently concentrate their resource for improvement of accessibility, local governments should pick up links where LOS elasticity is comparatively large. In this paper, the intercity demand estimation model with heterogeneous LOS sensitivity is proposed. This model is valuable for calculating LOS elasticity and considering the efficient way to keep accessibility for local city.
