In recent years, the effects of bicycles, such as reducing environmental load and improving health, have been attracting attention. Many cities around the world have introduced public bicycle sharing systems as a new means of transportation for cities. In general, bicycle sharing are not highly profitable. As this result, more than 60% of the bicycle sharing projects in Japan have local government support. However, less than 40% of the bicycle sharing projects conduct project evaluations to assess the adequacy of such support. Therefore, the purpose of this study is to obtain knowledge for the proper evaluation of public bicycle sharing projects through a comparison of cases of public bicycle sharing project evaluations in three cities, such as Okayama, London and Barcelona. As a result, it became clear that there are differences in evaluation methods between domestic and foreign cities. Specifically, KPIs have been set in foreign cities to evaluate the achievement of service levels set by the local government, but in domestic cities, KPIs have not been set and operators only need to do a self-evaluate.
