This paper takes up the Flood Diversion Channel of Sogi Falls as an example of civil engineering facility development against frequent natural disasters, and makes a philosophical treatise about its design possibilities. By confirming non-self-determinism as a characteristic of civil engineering and organising Heidegger’s theory of technology, which focuses on nature, the concepts of ‘Entbergen’, ‘Herstellen’, and ‘schonen’ are extracted. By examining the design of the Flood Diversion Channel, it was confirmed that civil engineering design has the potential to realise these concepts.
