The purpose of this study is to analyze spatio-temporal changes in population flow under COVID-19 using mobile spatial statistics which are population statistics based on mobile phone location information in the Tokyo metropolitan area. Concretely, the characteristics of time-series changes in inflow and outflow of population in each municipality were analyzed based on the population data of residences and places of stay in mobile spatial statistics. As a result, it was shown that the decrease in inflow and outflow of population was large under the issuance of the state of emergency declaration, and that outflow of population decreased significantly in Tokyo 23 wards and surrounding areas and decreased in suburban areas. In addition, it was shown that inflow of population decreased greatly in the Tokyo 23 wards, Tama area and the eastern part of Kanagawa prefecture. Furthermore, the relationship between changes in inflow and outflow of population and the industrial population was analyzed. As a result, it was shown that the information and communication industry had a significant impact on the increase and decrease of inflow and outflow of population.
